Ratio Utility Billing Systems (RUBS) Disclosure
Per the Maryland Tenant Protection Act of 2022
Please note Lochwood and Courtyard Apartments residents are billed for allocated utility services. Residents must pay electric, hot and cold water, and sewage. Trash disposal is included. Utilities may change with notice. All elected amenities (phone/internet/cable/security systems) are resident responsibility. Should the Resident fail to switch any Utilities into the Resident’s name by the designated Lease start date, the Resident agrees to reimburse the Landlord a service charge of $50.00 per billed amount, in addition to the cost of the Utility Service billed. Utilities Services will be based off lease dates in accordance to the Lease Agreement.
Pursuant to Title 8 of the Real Property Article §8–212.4, if the dwelling is not individually metered for the City Water, Trash, Sewage bill, the utility will remain in the Landlord’s name and billed to the Resident as an allocated utility service, also known as Resident Utility Billing System (RUBS).
RUBS is a method of allocating actual water and sewage utility cost to residents based on the number of people living in your home, the size of your apartment and other factors. All residents are required to pay a bulk share of each monthly bill back to the landlord. All apartment homes and commercial spaces will be billed in 30-day increments for hot and cold water and sewage. Billing will be given on a monthly basis by a company called AMS Billing based on a RUBS (Ratio Utility Billing System). We will allocate all water/sewage bills based on a 50/50 split between square footage and occupancy of your home.
Residents will also be billed equally for all fees accessed by Baltimore City (storm water fee, infrastructure fee, bay restoration fee) and a $4.00 monthly administrative billing fee from the billing service provider, AMS Billing.
On average and based on current usage, the water and sewer bills are estimated to be as follows:
1 bedroom or office space - 1 Resident, $60 or less
1 bedroom - 2 Residents, $70 or less
2 bedroom - 1 or 2 Residents, $80 or less
2 bedroom - 2 to 4 Residents, $90 or less
Upon written request, an applicant to lease and resident of Lochwood and Courtyard Apartments has the right to review the landlord’s records of the last two utility bills issued to the landlord. Any inquires or disputes related to the computation of the resident’s utility bill are between the landlord and the resident.
